Arnie is a luthier also and makes custom instruments. It's been more than a dozen years since I moved from Sacramento, but he worked on several of my guitars and I also took lessons from him for about 6 months. He's talented guy and was a Martin and Taylor certified repair person.

Kevin Robertson is my usual go-to guy in Vallejo. Super ethical will often charge me less if the work was less than expected. He builds and restores guitars, but mostly works as a tech when not at his regular job at Mesa Boogie.

I can't think of their names, but the California Bluegrass Association has a luthier's pavilion at their Father's Day festival each year. I'm sure at least one of them is from the Sac area. You could check with the CBA. I now a lot of people in the org use those vendors to do work on very expensive instruments.
No doubt on advice from their lawyers, these folks declined to offer any recommendations.

Keep in mind a shop like Gryphon has a lot of work. Likely to need a drop off and pick up a week later. Plus they have two days a week where they take in instruments, so make an appointment.

All the good luthiers in the South Bay are swamped with work.
