For one it just says instrument , but more importantly as far as mono or stereo recording , because of this pre statement for the fist situation "even if you're sending to it from a mono track." and then "sometimes that reverb will only accept a mono input " so I think they are talking about a mono instrument recording and track. And in the second situation again they state "instrument that you want to pan off-centre," (Which is admittedly doable in some DAWs even on a stereo track ,,,Like for example PT) but was/is typically done more with mono tracks . Not to mention even when talking about guitar in a multi instrument recording as often as not ,,,,, a guitar is recorded in mono
