My string is rattling

I have just changed the plastic saddle on my guitar to bone. I am now having problems with the 2nd string rattling on the open position and most frets.

I sanded the saddle down 1mm to lower the action.

What do I do?

Secondly, if I place one of those plastic strips underneath the saddle, will it affect anything? tone, etc

NB: 2nd string is rattling on the following frets: 0, 3, 4, 5, 6, 9, 10, 12
