Who is a member of ASCAP or BMI - which one and why?

There is no difference in Canada...BMI Canada (which I joined in '75) became PRO Canada and then merged with CAPAC to become SOCAN. So Canada (see what I did there?) has only one PRO...

Yes. I've got hundreds of music cues I've done over the years for broadcast that I've asked only that they get reported to BMI. Of course even that's a crap shoot. I've even discovered some of my cues being used in shows I have zero affiliation with. I had hoped everyone would do the right thing and report and I could track things. If it then generated some extra income all the better.

Hasn't been too terribly successful though

ASCAP sent me the wrong royalty checks for many years after I told them to stop. That indicated to me at least - it's incompetent.
Or at least it was most certainly incompetent in those two cases - mine & his.

It's a big, old-style bureaucracy.

BMI, if I remember correctly two reasons.
BMI you can as an independent under one registration be both the songwriter and publisher.
And something about a bit more timely payment schedule

BMI, mostly because when I was in college (as a songwriting major) BMI came by and gave a talk and offered to sign us up on the spot. Seemed easy enough and I did it. Been with them since then.
