For your purposes in Florida you may just want a fixed gear bike since mountainous terrain isn't likely. Or, perhaps a 1 x 7 or 1 x 8 geared bike. Flat bars are fine, but if you plan to ride mostly on pavement, you may want drop bars so you have more hand positions for riding. A good triathlon bike could be an option, or a simple commuter might be just fine too! Some in your price range can be quite light.
