These are both great instrument mics. For live performance of acoustic guitar you won't notice the difference between the two mics. The improvements are swamped by the realities of a live venue (even if fairly quiet). Which are mainly background noise, room dynamics, PA system, and the desk you're going in to.

For recording in a quiet environment, the AT2031 might be slightly 'better', but not significantly, and nothing that would have you thinking that you made the wrong choice.

The AT2021 is smaller, comes with a clamp and nice little pouch, and costs less. Cheaper to replace if you break it or lose it. Pretty much my choice to have in a gig bag for live use.
