12 Fret Smaller Body Guitar for under $1,000.00
So who makes such a guitar?
I don't wan't it to be too small though. 00 size would work best. Prefer Rosewood back and sides but not set on it.

I think you can get close to that with a Larrivee 00-03 mahogany. I would check with a forum sponsor. Also the 00-03R or 00-40M or 00-40R. Those would be the guitars I'd focus on, but I'm a big Larrivee fan.

I just got an Alvarez Masterworks MPA70 Parlor guitar for $800 used. It's exceptionally nice, Sitka Spruce top and Indian Rosewood back, all solid. I was looking at an Eastman E20P, with is Spruce/Rosewood, equally nice I'd say, but $1,200 new. If you could find one of those used, or the OO size, I'd guess it would be sub-$1K. I'd say the two are about equal, but of the Eastman I played and the Alvarez I bought, I feel like the Alvarez sounds better. But that has more to do with the guitar itself, not the make or model. All things being equal, either would be a good choice I'm sure. I've also seen a Blueridge BR-371 (not sure if that's the right model number) sell used for less than $1k, also heard good things about those, but never played one.
