I know that Rebecca Urlacher has been mentioned here, but I'll chime in on this, as well...and Rebecca did take the Somogyi voicing class, some years ago.
I have played several of Rebecca's Mod-D guitars, and they are equal to (or better than) any of the larger guitars I have played over the years. "Impressive" would be the single-word I would use, if asked to sum-up quickly! Disclaimer: I am a friend (and huge fan) of Rebecca's, and have my third guitar with her just starting. My tastes run to smaller guitars than the Mod-D, but sometimes bigger *is* better!

Possibly what your are looking for
There is a Mod D that might just fit your requirements currently listed on the forum. I thought of your thread when I saw the listing.
https://www.acousticguitarforum.com/...d.php?t=649527 If you follow the thread of past listings there is a good audio recording. It seems to have the type of bass typical for a Somogyi type Mod D. Does make one wonder at how many owners in such a short time period but perhaps it turns out the tonal profile of a Mod D isn't as attractive to most players as is assumed.

While slightly (50%) above the OP's named budget, I made a guitar to interpret Ervin's Mod-D concept a few years ago. I have sold it twice, and have it here FS again! It is made from Pernambuco, and can be seen here:

..as you mentioned Jason Kostal: he just advertised a ‘secret’ apprentice of his, Judson Riviere www.riviereguitars.com that apparently settles in NC now and might be closer to your target budget (?) - maybe worth a check/call?
