Like a lot of folks, I'll suggest the one I have.....000-18. One factor that you can't ignore is where can you get the best deal for the money. Is there a trade involved. This is how I ended up with what I got and would probably be a fan of the 28 just as well if it had turned out that way. Right place at the right time.

My current favorite fingerstyle guitar is a dread, a CEO-1R. IMHO the scalloped braces make for a more responsive top, a better sound for someone with a light touch as I have. I do think that a OOO size is the best choice, though.

A 12 fret small body with scalloped braces, wide neck, and a short scale would be heaven for me.

For open tuning I wouldn't buy a 000 because of the short scale. Other than recommending their own guitar, I'm not sure anyone can really suggest anything 'better' than the OMJM that OP mentioned, unless OP wants to consider mahogany.

Not currently in the line up and they can be tough to find (only 305 made), but the 000-JBP Jimmy Buffett Pollywog is a good fingerstyle guitar. 1-13/16th (nut) and 2-5/16” (saddle) string spacing. Full 25.4” scale, 12 fret, 000.

Martin Carthy has done handsomely with his 000-18. And those wacky tunings with the bass string at C.

The best fingerstyle guitar is the one that you play the best.
It took decades to figure out that as someone with large hands
I need 1.75" or bigger nut, and the wide 2 5/16" string spacing.
Any less and my accuracy suffers.

It all came together for me when I found my 000028 and 000018.
All the focus of the 000 but louder

Love my custom Martin OM-18. Pretty much all I do is fingerstyle in several different tunings.

Any of them lol they are all pretty great guitars the 000 s definitely a more focused sound than the dreads but my d18 has a warmth to it that is just magical with fingerstyle

I was impressed by the OM-21/28 and especially the OM-JM, which was a bit brighter, when I tested them out recently. Might’ve selected the OM-JM to come home with me but I have a bit of an aversion to signature gear, and this one has the signature right on the fretboard! The CEO-7 was no slouch either.
