Default Fingering in G position to get this tonal effect?

Another great Ryan Adams song, "Shine Through the Dark." Song was written as part of the soundtrack for movie This is 40. Below is RA doing an solo acoustic version at the movie's launch party in 2012 at LA's Roxy.

It's a simple song (though tough to play at steady tempo). Capo at 2nd fret. Chord progressions with variations on G-C-D-Emin, with run ups on the low E string open, 2nd fret and third fret (relative to the capo). It's purely a strum song with tonal effects coming from simple finger shifts.

But I can't for life of me figure out how he gets the specific voicing/progression in the opening instrumental part right before the run up of open E, 2nd Fret E, third Fret E. It has to be some sort of fingering on the second fret strings off the G position.

In the opening, the voicing that is flummoxing me happens four times -- it is played at 0:05-0:07, at 0:11-0:13, at 0:18-0:20 and at 0:24-0:26. (Note that this voicing is rock steady at 3 seconds shows how disciplined his tempo is).

A quick listen and I hear these notes (relative to the capo on the second fret)

3x000x
3x020x ( part of this chord briefly)
3x400x (part of this chord briefly)
0x000x
2x020x

You fill in the appropriate strumming. Depending on how fancy you want to
get with strumming (partial strums for example) and picking out single notes
between strums is how interesting and clear it can sound.

Yep I think that's right.

I think the sequence goes something like this

1 beat -- 3x000x
4 beats -- 3x020x
1 beat & rest -- 3x400x
1 beat & rest -- 0x000x

then the run up on the low E.

1 beat - 020003
1 beat --2x0003t
1 beat --3x0003

The last voicing before the run up seems odd but somehow it seems to sound higher even if the D string is open and not at the 4th fret.
