sounds inexpensive. Give it a try, it can't hurt for that price. If you are going to be challenged, once a week is a very good interval to have lessons. It gives you plenty of time to practice.

Before you even begin lessons, you need to think about what it is you want to learn. Write it out. Think about it. Talk with other guitarists/musicians about it. Set some goals. THEN, talk to the guy who gives lessons about your goals and see if he can actually teach you what it is you are wanting to learn. $10 / hour is cheap if he's teaching you something, but it's wasted money if he can't teach you anything past the level you're already on. Make sense?
