Some years ago, this did cause a run on toilet paper. Another time, it was coffee. So this does truly happen from time to time (not so much the strikes at the factories, but the rumors of shortages causing a panic big enough to get national media attention).

From my life on the road, hotels fold the paper over the top with a nice crease pointing down. We don't do that at home....
