Alternate Picking... use Rest Stops?
When doing Alternate Picking (first pluck down, second, pluck up, etc.) should you be using Rest Stops? To be more efficient, accurate and faster? Or no? Or?

I'm not familiar with the term rest stop -- is it like a rest stroke in classical playing, where the plucking finger follows through until it's stopped by the adjacent string rather than stopping in mid-air? I've always thought of this as more about volume than speed or accuracy.
