Frank, my understanding (from my own dentist, and also as outlined by Rick above) is that you are supposed to cure the bonding agent with the UV light prior to applying the composite, which you then cure with an additional blast of UV.

EDIT: It should be borne in mind that the blue light will only be effective to a maximum depth of 2mm ... anything thicker than this will require to be built up in separate stages.
