...assuming you can find a physical address to send that letter. I suspect most of those sites are based in countries where there's little to no enforcement of intellectual property rights.

This is great in theory. I have a lot of writer friends whose copyrighted works are routinely copied and disseminated by other sites, depriving them of compensation. It would take a full-time lawyer to go after all of them, with little chance of recouping a single dollar.

Perhaps it would , but the other side of that coin is : Since Derek offered them for free anyway and he was credited on the website as being the author --- one could take the perspective that it is free promo .....

No self publishing on Amazon does not "establish" your book as eligible for The US Copyright Office ( i.e the branch of the Library of Congress that handles Copyright registration).

No because your original work of authorship was already eligible (as it is ever going to be) for registration with the US Copyright Office as soon as you "Affix it to tangible medium" computer file, pen and paper, etc..
Which is also when you are legally considered "own" the copyright, by statute..
Publishing it on KDP does not effect or increase that eligibility for registration

Eligibility for registration is determined only after you submit your work to the Copyright Office and they conduct a search of the Library of Congress copyright registration files, and find no previous registration or conflict.

And no registration does not make it more "protectable" against infringement
Registration gives you a recognized legal means for remedy of infringement, after it occurs . The amount of the "protection of copyrights" is determined by the statute,,, not by registration. And "protection" is kind of a misnomer,,, the statutes actually only protect and detail what your rights are, and how you can seek redress for infringement .... There is no "protection" against infringement occurring.
