I think tightening the tuning machines has help with the tuning stability, but the problem persists even now.
Assuming that ‘tightening the tuning machines’ means tweaking the screw that holds the button on, that will typically only help to reduce backlash (i.e. how far you have to turn the knob until something happens). Backlash affects how easy (or frustrating) it is to hit your target note as you tune up to it. Earl49 has described it well, so I’ll say no more.

Regardless, if it’s more stable now, that’s a good thing.

The luthier wrapped the strings twice around the low E, A and D tuning pegs. He wrapped the strings three times around the G, B and high E tuninng pegs.
Pretty minimal securing of the strings. I usually go that or more plus having the strings pass once or twice through the peg holes.

Make sure the strings are seating correctly in the nut. I recently purchased a Journey of660 and was pretty set on returning it when it wouldn’t stay in tune. On my next to last day of vacation I did a hard string bend on the G and snap. It dropped into place. Same with the B string. Now no issues with staying in tune.
