my turbo tuner does the same sometimes. many true bypass pedals do. pressing down a few times before the set starts helps, it takes the static away

I don't have the experience to know how common it is, but from the reading I did my impression is that the true-bypass "pop" is not UN-common.

I think it's totally dependent on the rest of the electronics, grounding, and other factors of your system. That means it's somewhat random if you will/won't have a problem with it.

Given that the Turbo Tuner didn't work, I didn't even bother trying a Korg PitchBlack (also true bypass). I went to a Korg DT-10 (a bit older, but from my reading better than the Boss TU-2) which I really like.
