Default Nut Slot Height: 1st Fret Action for Classical/Flamenco Guitars

Can someone give me a range for the 1st fret action for classical/flamenco guitars?

I have read that 1mm is typical for both and that is what I measured for my new Cordoba GK Studio.

But even after I adjusted the 12th fret action to a low 2.5 mm (with no fret buzz for me) playing in open position still feels a little stiff with the high tension Savarez strings.

1mm above the first fret would be high. Assuming the neck and frets are in good shape, this method works well:
