Really, you mean the debated and questioned (as to overall accuracy) "Great Hack" about one consulting firms use or misuse of Facebook info ?
And to what logical end, would YouTube intentionally be doing this, to single out rockdog ?

I have found that the frequency of these channels and the numbers presented have dissipated considerably, but they continue to show up.
Whether malicious or not, that would seem intentional.
How would filters work if you’re logged out? The system does not know which filters a user has set if you’re logged out, as it has no idea which user’s preferences to display. Nor should it. Showing settings for a user account which hasn’t been verified would be a fundamental violation of that user’s expectations and privacy.

If a user logs out of a system, the user is explicitly telling the system not to show that user data or those user preferences.

The idea that the system is maliciously showing you content which you don’t want sounds like a conspiracy theory. Recommendation engines are complex and imperfect. Don’t ascribe malice when imperfection is a simpler answer. Demonstrating malice would seem to require some evidence.
