Audacity can. I have it on my Linux desktop. Haven't tried Reaper.

Audacity is great for a whole lot of other audio manipulation, including multitrack recording, not just slowing. Great piece of software.

If you want something more dedicated to learning a song (not just playing along) I recommend Transcribe, which is free for the first month.
I have both programs, but whenever I want to slow something I always use Transcribe, it's a lot quicker and smoother, very transparent interface.

Agree totally. You can do many things and it's free. This is an underrated program, maybe just because it's free and open source.
