I haven’t looked at the overall PDF but have seen those bowing symbols used to indicate pick use. In other words, down pick and up pick. From the visible snippet it’s happening in a dampened percussive area.
That video is different than the Jerry’s Guitar Bar (which is paid, but I find his tutorials and especially the accompanying lead sheets worth the six or seven bucks). How is the learning process coming along? A nice one of his that’s not too hard (after the intro) is Over the Hill. Especially if you have a friend playing mandolin. |

You might get a good enough performance of the song from that tab (and I'm sure Martyn himself wouldn't have been too fussy about how you actually play it!). Personally, I'd like to play it how he played it to start with - or get as close as I can - and then develop my own treatment. FWIW, I transcribed it myself some years ago, but I probably need to check it over. Anyone here is welcome to it, once I've done that....
