Default Neck re fretting on older Guild D16

I want to replace the frets on a 1980's Guild D16. Does the neck have to be removed to do this or can I do it with the neck in place?

No. Removing the neck is not required for a refret.

I hope OP takes advantage of the various instructional videos and texts before starting to refret a guitar. There's quite a bit of nuance to the task.
