Izotope 'Vinyl'
Izotope is offering this plug-in free. Not sure what all it can do, but can't imagine I would ever want to add a 'dust' or 'scratch' sound to my songs!

It's used a lot in chill-hop/lofi type music. Those tracks often have artificial flutter and "vinyl crackle" effects added. If you search for "lofi jazz hop" on Youtube you'll hear many examples.

I tried a couple of times to use it to make a fake "old 78 rpm record" sounding digital file of some of my blues stuff with it. It will do the surface noise thing, but my recording process and microphones didn't sound like whatever those old Paramount or the like blues recording sessions used or did.
