I agree with steaming fresh dents. I just mentioned it as it looks like some of the torn fibers being compressed in one direction and little tears at each grain line. I just thought the wood might puff up enough to fill in them so that less depth needs to be sanded. Clicking onto the picture I could see that it is more the finish and not the wood that looks to be curled up. So not as bad as I thought.
