Default Advice from a novice

If 3^1 signifies a pull-off, then I think that your first (barre) finger is reacting to your third finger, perhaps pulling out of position just enough to make for a difficult first position barre. That's my guess. You may have to perform some walking exercises with your other fingers while holding a first position barre down, really concentrating on keeping your first finger in position while your other fingers fret freely. Tough to do, but it might solve your problem.
