No, it doesn't.

There was a recent video posted in the "creators" emails about the new/expanded feature to scan and notify of claims before upload processing was complete, but I can't find it now. But, in that video, they specifically said it did not cover strikes.

Which is annoying, but to some extent understandable. First, you might be the first person to post something that infringes on a copyright, or the owner may decide for some reason that your infringement is so egregious that they unleash the hounds, so to speak. YouTube cannot know what a copyright owner might do, though I think they're being a little disingenuous if it's a song that has always caused a strike, for instance. At least they could strongly warn it seems.

That's why I generally scan around and see if there's dozens of covers already posted by bumblers like myself that attract a dozen or so views. If they've survived, then I feel reasonably secure it's not going to get a strike. I only ever had one strike, and I honestly cannot remember the video - it probably was a classical piece done by some kids, actually, and may have been one of those "arrangement" kind of infringements. I took the class, and got more careful after that.

edit: here it is:

Thanks for posting that; it answers my question completely.

I guess my beef is with the strike system--never knowing what might get one makes me hesitate to post any covers at all. What's wrong with simply having the user take the video down (or even having YouTube automatically take down or suspend the video), rather than getting a strike and potentially losing your whole channel? Seems like a bigger hammer than necessary.

Just did a quick check of my youtube channel. Lots of 'copyright claims' on covers, only one had 'region' blocking (a video with 3 Eagles songs) - yet another video with one Eagles song doesn't have the copyright claim - but I remember it being blocked (same song) several years ago when I posted a video of it.
I also have a video of an original with a copyright claim because I used a piece of a news video I found on youtube.

Many of my originals have copyright claims from CDBaby - I'm good with that, they collect my synch revenues, as tiny as they are. They don't' seem to pick up the live versions of the songs, though.

Well to further complicate the "Eagles " thingy,, we forget they are individuals . I just remembered reading this a while back, the about Glenn Frey. Which could explain why some songs and not others, and or regional differences.

The Eagles' Glenn Frey is Universal Music Publishing Group's newest signee, it was announced Thursday in a statement. The deal is for worldwide -- excluding the United States -- exclusive publishing rights to Frey's catalog.
