I've had good luck at both but I've heard bad stories about BestBuy and returns. I'd ask at the Return Counter before you purchase. Don't say exactly what you're doing but let them know that you're concerned that it'll work correctly in your computer.

I know that Comp USA has a 20% restocking fee...if you want all your money back. I usually take store credit for the full amount, and then find something that I can use that comes with a hefty rebate.

Depends on the type of product being returned and if its faulty or not. I recently returned a TiVo (long story) to Best Buy for full credit to my credit card.
