One thing I have found that stops most of the chipping is to wet the fingerboard around the fret you are pulling. Use a soldering iron to heat the water around the fret and the steam will soften the Ebony enough that it doesn't chip. Then pull the fret hot. Usually I don't need to fill in any chips using this method. It won't stop chips completely, but greatly reduces chipping.
