UAW Golden decay control issue

For any UAW Golden Reverberator users- On my unit it, with the decay knob set to zero there is still a fairly long reverb tail. Ive had the unit a while but just noticing now. Wondering if this is by design or not. In the case of the fender spring reverbs that this pedal models-yes they do sort of behave like this. But the plates also? Ive always had more control with other pedals in the plate setting.
