Among the relatively affordable mandolin builders are the previously mentioned Silverangel, and the Ratliff. Morris is another. If you want an F 5 style mandolin, it will cost you.In the mandolin world, under $5k is affordable. Most known luthiers are more like $7500 to $12,000.
I have a Silverangel A style I bought used for $1500. Both Silverangel and Ratliff make very plain mandolins you can buy new under $1500. Silverangel's is called the Econo A, and the Ratliff is the Country Boy. My Silverangel is a very satisfying mandolin, different but very comparable to a Collings MT. The best value in an F style is the Northfield F 5S. Great playing and sounding mandolin for $3200.

I paid 2k for my Gibson F9 new.
Used market under 3k. With the addition of a ToneGard, it sounds quite vintage.

You bought a while ago. The F9 is now over 5K, but the Harvey era Gibsons are first rate. Mandolin World Headquarters has two used ones last I looked. They provide the classic Gibson chop. Silverangel has a new F for sale right now for $4000 delivered.

looking to service a mandolin not build
I scooped the end of my fretboard after watching videos on how to do it. The fret slots on my mandolin's fingerboard were cut pretty deep, so I had to go thin with the scoop. My issue is 1. the binding around the end of the fretboard is loose and I need to know what type of adhesive I could use to secure it. 2. the binding is a 3 ply white/black/white. While scooping, because the fret slots were cut so deep, I've run into the black portion of the binding. Anything I can do without re-binding the fretboard? Thanks in advance for all the good knowledge on the forum!

There is nothing specific to your mandolin. It could be glued with duco cement or CA glue depending, or at the extreme, lopped of and the end rebound. Any good luthier can do this.
