I always thought Roger Waters was referring to Syd Barret's perm as a reference to the 'Rock Star' hair of the 60's (Clapton, Dylan, Hendrix) but presumably, 'The obligatory Hendrix perm' sounded best.

But as usual, I may be wrong.
