Default Effects of a refinish?

Price seems decent. Any opinions of this guitar would be appreciated. Not really asking about resale value, but more about tone.

That's one beat guitar, lots more than a refinish going on. If they wait long enough they'll find someone who wants it real bad and doesn't care what they have to pay to get it. I won't be that guy!

You could get that sound out of your guitar if you leave it out in the desert for a month or so.

A well done refinish can have little effect on tone. That said, a poor or even merely decent one can ruin a guitar. The biggest worry with a refinish is that the top was sanded too thin when the original finish was removed. If this is the case, the guitar will basically never sound good. You'd have to play it to see.
