The vertical hole is drilled a tiny bit larger than the barrel connectors and they are coated with Titebond Original, aligned with the horizontal 9/32" holes and bolted in position (aligned with the tenon holes) until the glue dries. The heel block holes are drilled later to facilitate easy alignment. No need to precisely drill the heel block holes before they are needed.
