In the early nineties I was on an interview panel for hiring new police officers and HR told us not to ask the applicants if the had ever smoked marijuana.

That becomes a supply and demand issue. When employers need people they adjust their thinking. Note that to be a teacher now all you need is an associate degree or sixty hours of college.
