Recording good videos on a phone or tablet?

Is there any video recording software out there for iPads or Android specifically tailored towards music videos? I would like something that has reverb or echo/chorus, etc. but while recording videos? Or do I need to record then import them into a different program for adding effects?

For instance, if I wanted to record a 15 to 20 second video for TikTok but want it to have some reverb, how would I do that easily?
