Thumbs down D-28 A 1937 arrives in the mail with binding separation

Greetings,

I received a 2014 D-28 A today in the mail and noticed the binding has separated from the body at the waist in two places which wasn't noted in the original listing (maybe happened in shipping? maybe seller didn't notice?)

Of course, this is a hide glue model so I am interested in your advice as to (1) Is this a common issue? (2) How much would repair be? (3) Does it warrant a return?

you should immediately contact the seller with pics and let that person/store know.

I suggest you contact the seller and discuss. It should probably be inspected by a qualified technician. Presumably, they would have the right to submit a warranty claim since the purchase is not fully accepted.
