But it is true that many brands will send guitars with a little higher action I need and I have to lower the action : It is not a real issue.
My other concern is that stores would not always make a correct set up...

Setups are a very personal thing. I've sent guitars back that come back playing too low. Some techs think that everybody wants a guitar to play as low as possible. Not the case. Factory setup is not set up. They basically just put the strings on.
