Buzzing that high up on the neck is indicative of an excessively bowed neck, or a rise in the fretboard over the body. The latter cannot be adjusted out with the truss rod. It will require fretboard planing, or at the very least, milling of the frets.
A backbowed neck causes buzzing near the nut.
