iMovie is available on all Macs and iPads free since 2017, if not installed by default.
Movie Maker is a program that came with Windows up to at least Windows 7. I can't recall if it was still there in Windows 8, or if I had to find & install it. There now appears to be a free, new version of Movie Maker, MM10. I installed it from the Microsoft Store and gave it a try on my Windows 10 PC. It's pretty simple but lets you add, trim, split and move clips, add titles, and add audio. Should do the job for someone wanting something free and easy.
