I've used zip ties and velcro on my pedal boards over the years. Strong velcro ripped the rubber base off my Ibanez TS9DX when I tried to remove the pedal. I saved the rubber base though and put it back on.
As mentioned, you can try zip ties, even if it's only for a couple of pedals while your other pedals use velcro.
