Just carry a bit of finger food with you and offer some to the guy. Of course, he may take you up on it and then you would be stuck with that image long afterward.
It is possible that more people ARE washing their hands, since at least around these parts, there are those little stations that provide anti-bacterial goop to wipe your hands with. These are in all manner of public buildings these days.
