TI are best known for their orchestral strings. On a violin-family string, the silk helps keep it wound tight. If you cut off the silk, it may start to unravel (I know from cutting down viola strings for student-sized instruments). I don't know if the same thing will happen on their guitar strings, but I would recommend that if you need to cut it, still leave a section of silk to anchor the wound material.
