Well on an iPhone you can just hold down the letter c to get options: c, ç, ć, č.

Another forum I post on frequently doesn’t support the extra characters. So one day I tried to respond to a person’s witticism with touché, but instead the last letter simply disappeared. It seemed like I was implying I wanted to “touch” the other person.
