Hi, mine is a locally made all mahogany and sounds great to me and to others (so I'm told) but is not remarkably loud.
Cedar as a top is perfectly acceptable - tends (I think) to be a little warmer than spruce.
I've not met an all cedar guitar but see no reason why not.
If it sounds good to you and the price is right - buy it.
Ask the seller to send you some videos/sound recordings?
