To me the person is just saying his evaluation is taking the price into consideration, and is useful for the whole range of costs.
For example, a 10,000 dollar guitar might be pretty good, but not pretty good for the money.
I prefer the phrase to be stated rather than having to guess if they are evaluating the guitar for its price range.
