Vinyl strap rash

Has anyone tried buffing out a vinyl strap rash or does it require refinishing to get rid of it? Any other solutions I am not thinking of?

Pics would help but in general the vinyl eats into the finish. If it is a really thick finish you may be able to sand it out and buff.
