Default 22" or less

Try a tiple. They are a 10 stringed instrument but in 4 sets so they play like a uke, as if they were using the highest 4 strings of a guitar tuning. If you use a pick, they can be pretty loud, with a voice like a heavenly chorus.

Well, if you're into vintage guitars, there is a Supertone guitar on my local Craigslist that is available for $20. Looks to be old, but intact. The post says it's 22" long.

At that length you're looking at a high-pitched instrument, for sure, unless it folds. It's possible to make guitars for more or less 'normal' tuning that will still sound pretty good if you fold them up. To show how far this can be taken, two years or so ago I made a folding harp guitar with five sub-bass strings that goes into a box that is 9" x 13" x 22", so it will go in the overhead. The guitar body is about the size of a Martin size 1 'parlor' guitar. You can see it in a video on Ken Bonfield's website.
