Yes, the Vox headphone amps will do the job. There are others out there, but the one I have is the Vox. They make several models. I think the one I have is the "Classic Rock" one.

When I was living in an apartment and didn't want to disturb my elderly upstairs neighbors, I used an original Tom Scholz Rockman - haven't played one in years but I understand the new ones aren't as good...

Line 6 Pocket POD would be high on my list for this application.

Someone should make a guitar "bug" with Bluetooth for applications like this, seems like it would be popular.

What I have for this:
Good - EHX Headphone amp (small belt clip unit)
Better - Joyo American Sound (stomp box)

Another vote for the Vox model. I have one for the same thing in my work locker.

I use Bias and JamUp (iOS) apps with a iRig HD interface and I can get some really cool tones out of that.

Bias has a large selection of clean amps and you can even change the tubes and tweak it to your liking. No app sounds better imo.

When we were raising the kids I heard my son in the bedroom across the haul playing my Framus and later his Mexican Strat unplugged quite a lot after finishing his homework and it was too late to play his acoustic or with an amp. Practice makes perfect and when it comes to his ability as a guitarist he mostly is.

At home, when the family is about I use an iRig HD for silent practice.
