You don't need to quench it - just the heating and air cooling does a nice job of annealing.

"As supplied" is different these days. In ancient times, when I was a young (I really was once, you know) luthier, Martin was extremely accommodating in supplying parts. When they sent bar fret material, it was completely black from the annealing process, and it was randomly folded up to fit into a padded envelope.

When you remove old original Martin bar frets you can see the black oxide on them, too. . .
