I don't think it's the Weatherchannels's video, just one they reposted. TWC would have set up on a boom or rooftop if they wanted to cover this.

It was being live streamed on their website by one of their editors. The live stream had gone on for 40 minutes before the big event.

Filming 101, lesson 1: Never set up on the opposite side of a road to what you want to film because a vehicle may come along and block your view.

I suspect that the Weather Channel would have had a reporter on top of the building, and maybe one inside.

Probably so, but then so is having a reporter fight hurricane force winds in order for us to better get the feel of being blown away. There's no business like show business!

Ya I suppose you could have one of the winged glider suits and then get some great shots looking back as you glide down and land on top of the bus
